Pembrokeshire Approves Hydrogen Pipeline for South Hook Terminal

Pembrokeshire County Council has approved plans for a 1.5-kilometer hydrogen pipeline that will supply the South Hook LNG Terminal in Milford Haven with low-carbon hydrogen. This infrastructure project represents a significant step toward transforming existing energy facilities to support the United Kingdom’s net-zero emissions goals.

Why a Pipeline Instead of Road Transport?

Planners rejected the alternative of transporting hydrogen by truck in high-pressure containers, citing safety concerns at the busy terminal location. A buried pipeline offers multiple advantages: reduced traffic congestion, lower accident risk, and the ability to apply established gas pipeline safety standards to hydrogen transport. The underground steel pipeline infrastructure minimizes handling risks while maintaining continuous supply.

South Hook’s Evolution

Since beginning operations in 2009, South Hook LNG Terminal has been a critical component of UK energy infrastructure. The facility processes up to 15.6 million tonnes of liquefied natural gas annually using five massive storage tanks, each holding 155,000 cubic meters. Owned jointly by Qatar Petroleum (67.5%), ExxonMobil (24.15%), and TotalEnergies (8.35%), the terminal supplies roughly one-fifth of Britain’s gas needs.

The addition of hydrogen capability marks a dramatic shift for a facility that faced environmental protests during its initial construction in 2006-07. Now, local support has grown for leveraging the site’s deep-water port access and existing infrastructure to facilitate hydrogen imports or production from offshore renewable sources.

The pipeline enables the possibility of fuel-switching at the terminal’s combined heat and power plant, potentially allowing operations using hydrogen-LNG blends or pure hydrogen. Construction will create employment in civil engineering, project management, and steel fabrication, drawing on Pembrokeshire’s existing skilled labor pool. Milford Haven’s history as an oil and gas port provides substantial advantages. Existing marine infrastructure—including jetties, storage facilities, and emergency response systems—can be adapted for hydrogen operations, accelerating project timelines compared to developing new sites.

Local maritime companies, port authorities, and engineering firms bring extensive experience in underwater surveys, pipeline installation, and marine coordination—capabilities that transfer directly to hydrogen infrastructure development alongside existing LNG operations.

While final planning approval is pending, the 1.5-kilometer hydrogen pipeline demonstrates how straightforward infrastructure connections between clean fuel sources and major energy users can drive meaningful change.
